Board of Directors Meeting Minutes

I.             Call to Order and Quorum Call: Meeting called to order at 6:30 pm

Directors Present:

Ralph Brown – President, Unit 7

Wrede Kirkpatrick – Vice-President, Unit 1

Kathy Hofstad - Treasurer, Unit 7

Larry Barroner – Secretary, Unit 3

II.            Review/Adoption of Minutes: January 23, 2024 / February 20, 2024

MM made by Kathy H., 2nd by Cathy to approve the RGHOA monthly meeting minutes as presented.  Motion carried unanimously.

MM made by Kathy H., 2nd by Cathy to approve the RGHOA Special meeting minutes (ACC Standards) as presented.  Motion carried unanimously.

 

III.      Presentations:  Jennifer Connerty – VP Greenacre Properties, Inc (GPI)

Recognized there were some issues with the accounting reports provided by GPI.  Specifically, 7 (seven) homeowners had incorrect statements for late fees and interest. Stated GPI will provide additional oversight and provide an addition AR.  Multiple board members stated, we want to ensure the reports are correct before additional fees are mistakenly added to reports.  Kathy H., requested GPI to add the date of when GPI send the Notice of Late Assessment to the Aging Report.  MM by Wrede, 2nd by Kathy H. for GPI Accounting to send the corrected notices to the mentioned homeowners.  Motion carried 6/1 (Cathy opposed)

 

IV.     Committee and Officer’s Reports

A.   Ponds - Trina Dooley – Have not received the monthly report.  Access to pond 3 is now an issue due to the installation of a fence by a new homeowner where they previously had access.  Ralph stated he would draft a letter to all the homeowners on pond 3 to see if anyone is willing to grant access to the pond

 

B.   Parks – Rick Huber – Graffiti was noticed on the play equipment in the small park.  Attempted to wipe off with no success.  Bought a can of gray spray paint to cover.  Gazebo had the repairs completed.  No other new issues.

 

C.   Newsletter - Carolyn Austin – Nothing noted

 

D.   Website - Ralph Brown – Nothing noted

 

E.   Landscape – Larry Barroner – Brightview crews continue to perform regular lawn care (winter schedule) and are emptying the trash cans as required.  Leak on Donnymoor east of Dresden was reported to Brightview.  Estimate was provided to be discussed in New Business.

 

F.    Finance/Budget – Kathy Hofstad – Normal financial for January 2024.

MM by Kathy H., 2nd by Wrede to waive 3 homes with $.15 fees on the Aging report (030710, 401239, and 401223). Motion carried unanimously.

 

G.   Riverglen ACC – Ali Houshmand

 

ACC requests: the committee received three (3) requests.

MM by Wrede, 2nd by Kathy H., to ratify the ACC approval for items.  Motion carried unanimously.

 

First Letters: Four (4) MM by Wrede, 2nd by Larry to accept the recommendation of the ACC for first letters.  Motion carried unanimously.

 

Second Letters: One (1) MM by Kathy H., 2nd. by Wrede to accept the recommendation of the ACC for second letter.  Motion carried unanimously.

 

Attorney Letters: Two (2)  

#1. MM by Wrede, 2nd. by Kathy H., to resend the second letter to see if the homeowner will resubmit the ACC application with all required documents. Motion carried unanimously.

#2. MM by Wrede, 2nd by Larry, to send the attorney letter.  Motion carried 6/1 (Cathy opposed)

Collections:  No action at this time

 

Compliance:

#3. MM by Wrede, 2nd by Kathy H., to file law suit.  Motion carried unanimously.

 

#4.  MM by Wrede, 2nd by Larry to send a statutory offer to mediate.  Motion carried unanimously.

 

#6.  MM by Wrede, 2nd by Ralph to notify attorney that the violation has been corrected and have GPI to bill the homeowner for attorney fees.  Motion carried unanimously.

                                   

V.       Management Report – Angela Parker- GPI

Written reports were submitted and e-mailed to the BOD. Quarterly fountain maintenance was performed 1 February 2024.  Entrance light has been replaced. Dead pine trees were removed.  Pressure washing proposal was received.  Three (3) homeowners requested delinquent fees to be waived:

 

MM by Kathy H., 2nd by Kelly, to waive 12106 Shady Forest ($26.50).  Motion carried unanimously.

 

MM by Kathy H., 2nd by Ralph, to deny request to waive 12016 Timberhill and 9601 Greenbank delinquent fees.  Motion carried unanimously.

 

VI.        Old Business

A.   Online ACC Request (web portal) Update

B.   Entrance light update (completed)

C.   Revision to ACC documents – MM by Ralph, 2nd by Wrede to approve the revised ACC Standards as presented.  Motion carried unanimously. Deferred decision on revised paint palette and revised ACC application until next month.

D.   Muller Pressure Washing Proposal - MM by Kathy H., 2nd by Wrede to complete items #2, #3 and #4 (excluding the sidewalks on Donnymoor) for $1,150 and authorize up to $200.00 for cleaning of small park if deemed necessary by Parks Chair.  Motion carried unanimously

          

VII.      New Business

A.   Brightview irrigation repair – Repair was authorized/approved by Ralph.
