I.             Call to Order and Quorum Call: Meeting called to order at 6:30 pm

Directors Present:

Ralph Brown – President, Unit 7

II.            Review/Adoption of Minutes:

MM made by Wrede., 2nd by Kathy H., to approve the May 28, 2024 RGHOA monthly meeting minutes.  Motion carried unanimously.

 

III.     Committee and Officer’s Reports

A.   Ponds - Trina Dooley – Discussion with the vendor in regards to the invasive Cattails growth and the treatment of those areas.  Monthly reports continue to be received at the end of the month.  No additional areas of concern.

 

B.   Parks – Rick Huber – Currently have 6 volunteers for opening and closing the large park gate.  The homeless couple has been seen in the park during the day, no reports of them staying overnight.  Basket ball court backboards are in need of repair.  Will seek possible replacement backboards and provide cost to the board.

 

C.   Newsletter - Carolyn Austin –Newsletter articles need to be submitted by 15 August 2024.

 

D.   Website - Ralph Brown – Nothing noted.

 

E.   Landscape – Larry Barroner – Continue to receive weekly updates on the tasks completed from the Brightview (BV) Team Manager.  I identified some areas of concern to BV to include the flower beds at the entrances, saplings I the tree beds, the strip of grass along the community wall appearing not being mowed and the debris from the trees not being picked up.  I also confirmed the community palm trees are planned to be trimmed during the month of July. 

 

F.    Finance/Budget – Kathy Hofstad – Normal financials. 

 

Repeat item not removed from monthly financial statement from GPI: MM by Kathy H., 2nd by Cathy to waive small balances on two properties (28791 - $2.73, and 28567 - $.15) Motion carried unanimously.

 

G.   Riverglen ACC – Ali Houshmand

 

ACC requests: the committee received (4) requests.

MM by Cathy, 2nd by Wrede, to ratify the ACC approval for items 1,2, and 4.

Motion carried unanimously.

 

Item #3 MM by Cathy, 2nd by Wrede to approve and make an exception to the community standards of an 8-foot offset from the front of the house to allow the fence replacement in the same location as the existing fence.  This   Motion passed 4/2 (Ralph, Kathy H., opposed)

 

First Letters: (12) MM by Kathy H., 2nd by Wrede to accept the recommendation of the ACC for first letters.  Motion carried unanimously.

 

Second Letters: (5) MM by Wrede, 2nd. by Kathy H., to accept the recommendation of the ACC for second letters.  Motion carried unanimously.

 

Attorney Letters (0) No action at this time.

MISC:

#2 MM by Cathy, 2nd by Wrede, to drop the issue of the screening fence being a violation as previous first letters were forwarded to the homeowner to clean the screening fence in years past.  Motion carried unanimously.

 

#3 MM by Cathy, 2nd by Wrede, to send a friendly letter to the homeowner requiring the screening of the secondary (Split) AC unit installed by the homeowner.  Motion carried unanimously.

 

 

 

#3 MM by Wrede, 2nd by Larry, to send an attorney letter for the screening fence not having the 8-foot offset from the front of the home.  Motion carried unanimously.

 

H.   Legal: Ralph Brown, Wrede Kirkpatrick, Co-Chairs (Collections/Compliance)

 

Collections:  

 

 #1.  Have GPI remove violation balance from this account status to allow normal payments and collections.  Attorney will continue to track progress.

 

Compliance:

 

#1.  Continues to be paid

#2.  Resolved, fees have been paid.

#3.  MM By Wrede, 2nd by Ralph, to file a law suit. Motion carried unanimously.

#4.  On hold until height of the fence issue is resolved

 

IV.       Management Report – Angela Parker- GPI

Written reports were submitted and e-mailed to the BOD. 

 

V.        Old Business

A.   Community Standards Revision – Board reviewing to adapt legislative bills set to be implemented July 1, 2024.

B.   Large Park gate options – Will seek attorney opinion on whether it is a capital improvement requiring the community vote to approve.

C.   Paint Palette – Working to establish a Riverglen Community Palette with local Sherman Williams store.  Property Manager will need to submit palette information to Sherman Williams to make it official.

          

VI. New Business

A.   BV irrigation repair proposal. 

MM by Ralph, 2nd by Wrede to repair the broken irrigation mainline.            (SO# 8439531) for $2,619.68.  Motion carried unanimously.

B.   New Florida Statue Changes – highlights reviewed

C.   Continuing Education for HOA board members – GPI is currently confirming training provided will meet this new statute requirement.

 

 

       VII.    Homeowner Concerns –

-       Potholes on Donnymoor Drive and throughout the community. 

Directed homeowner to the community web site and the link to submit county

notification for repair of potholes and sidewalks.

-       Parking in driveways blocking the sidewalk. Discussed the new statues taking effect 1 July, 2024 allowing homeowners to park in their driveways and potentially block the sidewalks.

-       Speeding on Donnymoor Drive, cars revving engines and doing doughnuts at the Riverwatch entrance, and cars sitting on the grass playing radio load and waiting for a point-of-contact from Riverwatch.  Kathy H., stated for the homeowner to provide a date and time of the incidents and they could review the cameras from the Riverwatch guard house to potentially identify the cars/owners causing these issues.
